The volume of cars, trucks hitting the roads is dramatically rising every year, causing serious traffic congestion. The community leaders claim that government should allocate more funds to the road building while some professions define the infrastructure construction as a private-financed project. In my assessment, government should take charge of road construction, budgeting adequate funds for projects, but it is also the driver’s obligation to pay certain taxes.
To begin with, comparing with drivers or the private funds, government enjoys much superiority. Supposing there is a big-budget highway project, the government is more likely to take out a huge bank loan with relatively low interests. Besides, government can apply advanced technologies and innovative designs into the construction considering that many of the infrastructure research institutes are subsidized by government. Furthermore, the duty of fulfilling citizens’ expectation is intrinsic to a democratic government. Hence, in terms of road construction, government has no excuse to obscure responsibilities.
Next, shifting the road building cost to individuals ultimately brings about disastrous outcome. For one thing, undue tax usually instills a grudging compliance into the taxpayers, which, widens the gap between government and individuals. Once no-confidence is rooted, it would take decades to eliminate and inevitably renders the nation’s future at stake. For another, experience tells us that individuals (or private funds) tend to act on behalf their potential interests. As to the desirable road construction funding, they probably cannot resist the temptation to commit illegitimacies such as corruption and embezzlement.
However, in light of law, the road users should not evade from certain compulsory attributes, a form commonly being interpreted as paying tax. Admittedly, it hurts to look at a paycheck and see how much of it is taken for taxes such as fuel fee and road toll. But it is not a “black hole”. Actually much of the money is returned to the public in form of highway building and maintenance. In this sense, the taxpayers are ultimate beneficiaries.
In sum, both the government and road users are indispensable segments of the road construction. with their functions differentiating one from the other. Nevertheless, in our effort to build highways extending every corner, we should not ignore the significance of public transportation, which is not as costly as new roads, but also serves useful purpose for the citizens. |
